The Derrimut address is the preferred postal address for formal privacy correspondence.


3. Scope of Services

The Whole Perspective currently provides services to adults and adolescents aged 14 years and over.


Services may include:

  • Individual psychological therapy;
  • Psychological assessment;
  • Preparation of clinically appropriate reports;
  • Professional supervision and mentoring;
  • In-person psychological services; and
  • Telehealth services within Australia.


The Whole Perspective does not currently provide telehealth services to people located in the United Kingdom, despite Dr Matea Doroc holding HCPC registration in the United Kingdom.


Integrated wellbeing services referred to on the website are provided by independent external providers. The Whole Perspective does not manage those services, make bookings on behalf of those providers or routinely exchange personal information with them.


Where a person chooses to contact an external provider, that provider’s own privacy policy and information-handling practices will apply.

Personal information is information or an opinion about an identified individual or an individual who is reasonably identifiable.


Sensitive information includes health information and other information that is subject to greater privacy protection.

  • Through Halaxy forms;
  • Through NovoPsych assessments;
  • Through intake, consent or assessment forms;
  • Through SMS or approved administrative messaging;
  • Through a Medicare referral;
  • From a parent, guardian or authorised representative;
  • From a referring GP, psychiatrist or other health practitioner;
  • From an insurer, employer, funding organisation or agency;
  • From an emergency contact;
  • From another person where authorised by the client or permitted by law; and
  • Automatically through website cookies and analytics technology.


Where information is collected from another person, The Whole Perspective will take reasonable steps to inform the client where required and appropriate.


7. Why We Collect Personal Information

The Whole Perspective collects, uses and holds personal information where reasonably necessary to:

  • Respond to enquiries;
  • Assess whether services are appropriate;
  • Establish and manage a professional relationship;
  • Verify identity and contact information;
  • Provide psychological therapy;
  • Conduct psychological assessments;
  • Prepare clinical notes, summaries and reports;
  • Develop and review treatment plans;
  • Manage clinical risk and safety;
  • Communicate with the client;
  • Communicate with an authorised parent, guardian or representative;
  • Communicate with referring practitioners where authorised;
  • Schedule and manage appointments;
  • Send appointment confirmations and reminders;
  • Process payments;
  • Process Medicare rebates;
  • Issue invoices and receipts;
  • Support funding or reimbursement claims;
  • Maintain legally and professionally required records;
  • Obtain professional advice;
  • Manage complaints, legal issues and insurance matters;
  • Comply with legal, professional and regulatory requirements;
  • Maintain the security and operation of practice systems;

Where health information is collected, consent will generally be obtained unless collection is otherwise authorised or required by law.


8. If Information Is Not Provided

A person is not required to provide personal information merely because it is requested.


However, if necessary information is not provided, The Whole Perspective may be unable to:

  • Respond properly to an enquiry;
  • Determine whether a service is appropriate;
  • Provide safe or effective psychological services;
  • Conduct an assessment;
  • Process a Medicare rebate;
  • Communicate with a referrer;
  • Manage clinical risk;
  • Meet professional or legal obligations; or
  • Continue providing services.


9. Adolescents

The Whole Perspective provides services to adolescents aged 14 years and over.


Clients aged 14 and 15

A parent or legal guardian will ordinarily be asked to consent to psychological services for a client aged 14 or 15.


Parental consent may not be required where Dr Matea Doroc determines that the young person has sufficient maturity, intelligence and understanding to:

  • Understand the nature and purpose of psychological services;
  • Understand the potential benefits and risks;
  • Understand the proposed treatment or assessment;
  • Understand the limits of confidentiality;
  • Consider the available choices; and
  • Communicate an informed decision.


This is assessed individually and may depend on the young person, the proposed service and the surrounding circumstances.


Clients aged 16 and 17

Clients aged 16 or 17 will generally be permitted to consent to their own psychological services, provided they have the capacity to understand and consent to the service.

A parent or guardian may still be involved where:

  • The client agrees;
  • Their involvement is clinically appropriate;
  • Their involvement is necessary for safety;
  • The client lacks capacity to make a particular decision; or
  • Involvement is authorised or required by law.


Access by parents or guardians

A parent or guardian does not automatically have unrestricted access to an adolescent client’s clinical information.

When considering a request from a parent or guardian, The Whole Perspective may consider:

  • The adolescent’s age and maturity;
  • Whether the adolescent has capacity to manage their own information;
  • The scope of the parent or guardian’s legal authority;
  • The adolescent’s wishes;
  • The purpose of the requested access;
  • Whether disclosure could adversely affect the adolescent;
  • Whether disclosure could create a serious threat to health or safety;
  • Any parenting orders, court orders or legal restrictions;
  • Professional confidentiality obligations; and
  • Applicable privacy and health-records law.


Access may be provided, limited or refused where legally permitted or required.


Where appropriate, general treatment information may be provided to a parent or guardian without disclosing detailed confidential session content.


10. Confidentiality

Personal and health information provided to The Whole Perspective is treated as confidential.


Dr Matea Doroc is the only person within The Whole Perspective who ordinarily accesses client clinical information.

Information will not ordinarily be used or disclosed for a purpose unrelated to the provision or administration of services unless:

  • The client has consented;
  • The use or disclosure is reasonably expected and directly related to the original purpose;
  • The use or disclosure is authorised or required by law; or
  • Another permitted exception applies.


Confidentiality is subject to legal, professional and safety-related limitations described in this Privacy Policy and the client consent documentation.


11. Clinical Supervision

To support professional practice and quality of care, de-identified information may be discussed during clinical supervision with the client’s consent.


The Whole Perspective does not ordinarily disclose a client’s identity during supervision.


Where an exceptional clinical-risk or legal situation requires identifiable information to be discussed, this will only occur where the disclosure is authorised, required or otherwise permitted by law.


12. Referrers and Other Health Practitioners

With the client’s consent, The Whole Perspective may communicate with:

  • A referring GP;
  • A psychiatrist;
  • Another treating health practitioner; or
  • Another person nominated by the client.


Communication with a GP or psychiatrist may be required to support services provided under the Medicare Better Access initiative.


The Whole Perspective will ordinarily request consent before providing a report, treatment update or other clinical information to a referrer.


Information disclosed will be limited to what is reasonably necessary for the relevant purpose.


13. Medicare and Other Funding Arrangements

Clients are generally required to pay the full consultation fee.


Where applicable, The Whole Perspective may process a Medicare rebate through Halaxy at the time of payment.


Clients are responsible for organising their own reimbursement or rebate from other funding providers, including:

  • Private health insurers;
  • WorkSafe Victoria;
  • The Transport Accident Commission;
  • The National Disability Insurance Scheme;
  • Employee Assistance Programs;
  • Victims of Crime funding arrangements;
  • Employers; and
  • Other third-party funding providers.


The Whole Perspective may provide invoices, receipts or other reasonable documentation required to support a client’s claim.


Information will not ordinarily be provided directly to a funding body without the client’s consent unless disclosure is legally authorised or required.


14. External Referral Services

The Whole Perspective may provide details of independent health or wellbeing providers.

These referrals are informational only. External providers operate independently and are responsible for their own:

  • Appointment management;
  • Clinical services;
  • Record keeping;
  • Payments;
  • Privacy practices; and
  • Legal and professional obligations.


The Whole Perspective does not disclose personal information to an external referral provider unless:

  • The client requests or consents to the disclosure; or
  • Disclosure is otherwise authorised or required by law.


15. Practice-Management and Clinical Systems

The Whole Perspective uses the following systems:


Halaxy

Halaxy is used for:

  • Client management;
  • Appointment scheduling;
  • Appointment reminders;
  • Intake and consent forms;
  • Clinical records;
  • Final clinical case notes;
  • Invoicing;
  • Payment processing; and
  • Medicare rebate processing.


NovoPsych

NovoPsych is used to:

  • Administer psychological assessments;
  • Score assessments;
  • Store assessment information; and
  • Support clinical interpretation.


NovoNote

NovoNote may be used, with the client’s consent, to:

  • Transcribe consultation audio;
  • Produce draft transcripts;
  • Produce draft clinical notes; and
  • Produce draft summaries for clinical review.


NovoNote may be used during both in-person and telehealth consultations.


Consultation audio is not intentionally retained by The Whole Perspective after transcription.


Draft transcripts and draft notes are reviewed and then destroyed when no longer required. Relevant final clinical case notes are stored in Halaxy as part of the client’s clinical record.


NovoNote does not replace Dr Matea Doroc’s professional judgement. Draft material produced by NovoNote is reviewed before relevant information is adopted into a clinical record.


16. Consent to Transcription and Artificial Intelligence Tools

A consultation will only be transcribed through NovoNote where the client has provided consent.

Before transcription, the client may be informed about:

  • The purpose of transcription;
  • The system being used;
  • The type of information processed;
  • How draft material is handled;
  • Where the final clinical note is stored;
  • The option to decline transcription; and
  • The fact that declining transcription will not prevent the client from receiving psychological services.


The client may withdraw consent to future transcription.


Emails are not processed through artificial intelligence systems by The Whole Perspective.


Telehealth sessions are not video or audio recorded by The Whole Perspective. Where consent has been given, audio may be processed temporarily for transcription through NovoNote.


17. Telehealth

Telehealth services are available to people located in Australia.


The Whole Perspective currently does not provide telehealth services to people located in the United Kingdom or other overseas jurisdictions.


Telehealth is preferably conducted through Zoom. A telephone appointment may be used where technical difficulties prevent a Zoom consultation.


Telehealth platforms may process:

  • The client’s name;
  • Contact details;
  • Meeting details;
  • Device information;
  • Connection information;
  • IP address; and
  • Audio and video transmitted during the consultation.


Telehealth sessions are not recorded by The Whole Perspective.


Clients should participate in telehealth consultations from a private and secure location and should avoid using public or unsecured internet networks where possible.


18. Email, SMS and WhatsApp

The Whole Perspective uses Microsoft 365 and Outlook for email communications.


Halaxy may be used to send appointment confirmations and reminders.


With the client’s agreement, nominated communication channels may include:

  • Email;
  • SMS; and
  • WhatsApp.


WhatsApp may be used for:

  • Administrative communication;
  • Appointment details;
  • Referral documents; and
  • Other non-clinical documents agreed with the client.


WhatsApp will not ordinarily be used for:

  • Detailed clinical information;
  • Sensitive health discussions;
  • Therapy;
  • Crisis support; or
  • Emergency communications.


The Whole Perspective does not communicate client information through general social-media messaging services such as Facebook Messenger or Instagram direct messages.


Electronic communication can involve security and privacy risks. Clients should avoid sending urgent, highly sensitive or detailed clinical information through ordinary email, SMS or WhatsApp.


The Whole Perspective cannot guarantee that electronic messages will be received, read or responded to immediately.


19. Payments

Clients may pay by:

  • Credit or debit card; or
  • Bank transfer.


Card information is captured through Halaxy using payment gateways such as Braintree or Stripe.


Card information is tokenised and is not ordinarily visible to or directly stored by The Whole Perspective.


Stored payment tokens may only be used for authorised consultation payments and related fees in accordance with the client’s service arrangements.


Payment providers independently process payment information in accordance with their own privacy and security terms.


20. Accounting and Invoicing

The Whole Perspective uses Halaxy and Xero for invoicing, payment administration and accounting.


Information entered into these systems may include:

  • Client name;
  • Contact details;
  • Invoice information;
  • Services provided;
  • Amounts charged and paid;
  • Outstanding balances;
  • Medicare information where applicable;
  • Transaction references; and
  • Other information required for accounting, taxation or financial administration.


Only information reasonably necessary for these purposes will be entered into accounting systems.


21. Website Enquiries

The website is built and managed through the Duda platform.


When a person submits an online enquiry:

  • The enquiry is sent to Dr Matea Doroc’s Outlook email account; and
  • A copy may be stored within the Duda platform.


Website enquiries are used only to:

  • Respond to the enquiry;
  • Determine whether an appointment or service may be appropriate;
  • Arrange further contact where requested; and
  • Maintain necessary administrative records.


Website enquiry information is not used by The Whole Perspective for:

  • Email marketing;
  • Newsletters;
  • Remarketing;
  • Advertising-audience creation; or
  • Unrelated promotional communication.


A person may request deletion of a general website enquiry or related email, subject to any legal, professional, safety or record-keeping requirement that requires the information to be retained.


Where an enquirer becomes a client, relevant correspondence may become part of their clinical or administrative record.

People should not submit urgent concerns or extensive sensitive health information through the general website enquiry form.


22. Cookies and Website Analytics

The website uses cookies and similar technologies.


A cookie-consent function is active on the website.


The website uses:

  • Google Analytics; and
  • Google Search Console.


These services may collect technical and usage information such as:

  • IP address;
  • Device and browser information;
  • Website activity;
  • Pages visited;
  • Approximate location;
  • Referral source; and
  • Interaction and performance data.


This information is used to understand website performance, identify technical issues and improve the website.


The Whole Perspective does not use information from website enquiries for remarketing or advertising-audience creation.


Users may manage cookies through the website cookie controls and their browser settings. Disabling cookies may affect some website functionality.


23. Website Features Not Currently Used

The website does not currently use:

  • Google Maps embeds;
  • Embedded YouTube or Vimeo videos;
  • Embedded social-media feeds;
  • Online chat;
  • Newsletter subscription forms; or
  • Downloadable resources requiring an email address.


This Privacy Policy may be updated if those features are introduced.


24. When Information May Be Disclosed

The Whole Perspective may disclose personal information:

  • With the client’s consent;
  • To a parent, guardian or authorised representative where appropriate and lawful;
  • To a referring GP or psychiatrist where authorised;
  • To another treating practitioner where authorised;
  • To Medicare where necessary for rebate processing;
  • To technology and service providers supporting the practice;
  • To payment processors;
  • To accountants or financial-service providers;
  • To legal advisers or a professional indemnity insurer where lawful and reasonably necessary;
  • Where required by a court order, subpoena, warrant or other legal process;
  • Where required for an Ahpra, Medicare or other lawful regulatory investigation or audit;
  • Where required by mandatory-reporting or child-protection legislation;
  • To emergency services where legally permitted or necessary;
  • Where reasonably necessary to lessen or prevent a serious threat to life, health or safety; or
  • Where otherwise authorised or required by law.


Any disclosure will be limited, where reasonably possible, to the information necessary for the relevant purpose.


25. Legal Advice and Professional Indemnity Insurance

The Whole Perspective may disclose limited information to a legal adviser or professional indemnity insurer where reasonably necessary and legally permitted to:

  • Obtain confidential legal advice;
  • Notify a potential claim or circumstance;
  • Meet professional indemnity insurance obligations;
  • Protect legal rights; or
  • Respond to a legal or regulatory risk.


The information disclosed will be limited to what is reasonably necessary for that purpose.


Detailed clinical information will not ordinarily be disclosed to respond to a professional complaint or insurance claim unless:

  • The client has consented;
  • Disclosure is legally permitted;
  • Disclosure is necessary to obtain confidential legal advice or meet lawful insurance obligations; or
  • Disclosure is required by a court order, subpoena, warrant, regulator or other lawful authority.


26. Service Providers

The Whole Perspective uses third-party service providers to support its operations.


These may include providers of:

  • Practice-management software;
  • Psychological assessment software;
  • Clinical transcription and note-preparation software;
  • Website hosting and management;
  • Email and cloud services;
  • Telehealth;
  • Website analytics;
  • Accounting;
  • Payment processing;
  • Medicare claiming;
  • Information technology support; and
  • Professional advice.


Service providers are given access only to information reasonably necessary for their role.


Some providers act as independent organisations and maintain their own privacy policies and legal obligations.


27. Overseas Processing

The Whole Perspective primarily stores clinical records in Australia.


Halaxy, NovoNote and NovoPsych are used for the primary storage or processing of clinical information, assessment information and final clinical case notes.


Some technology, communications, website, analytics, accounting and payment providers may process personal information or technical information outside Australia.


Countries or regions in which information may be processed include:

  • The United States;
  • The United Kingdom;
  • Ireland;
  • The European Union;
  • New Zealand; and
  • Other countries in which a provider or its subcontractors operate.


The countries involved may change according to a provider’s infrastructure, corporate arrangements and subcontractors.


Before disclosing personal information to an overseas recipient, The Whole Perspective will take reasonable steps required by applicable Australian privacy law.


Using the website, email, Zoom, WhatsApp, payment platforms or other global technology services may involve information being routed through or accessed from overseas locations.


28. Storage and Security

The Whole Perspective takes reasonable steps to protect personal information from:

  • Misuse;
  • Interference;
  • Loss;
  • Unauthorised access;
  • Unauthorised modification; and
  • Unauthorised disclosure.


Security measures may include:

  • Password-protected systems;
  • Multi-factor authentication where available;
  • Encryption;

No method of electronic storage, communication or internet transmission can be guaranteed to be completely secure.


29. Paper Documents

Forms may be completed in person at the practice.


Relevant information from paper documents is transferred into Halaxy, NovoPsych or NovoNote as appropriate.


Once the information has been securely uploaded and checked, original paper documents are securely destroyed unless they are required to be retained for a legal, professional or administrative reason.


The Whole Perspective does not ordinarily maintain ongoing paper clinical files.


For telehealth services, forms are completed electronically.


30. Record Retention

The Whole Perspective retains health information for at least the period required by applicable law.


For services provided in Victoria, health records will generally be retained:

  • For at least seven years after the last occasion on which a health service was provided to the person; or
  • Where the person was under 18 when the service was provided, until the person reaches 25 years of age.


Information may be retained for longer where reasonably necessary or required for:

  • Ongoing treatment;
  • Clinical safety;
  • Legal proceedings;
  • Complaints;
  • Insurance matters;
  • Regulatory requirements;
  • Medicare requirements; or
  • Other lawful purposes.


Final clinical case notes are stored in Halaxy for the applicable retention period.


Draft NovoNote transcripts and draft notes are destroyed when they are no longer required after the relevant final clinical note has been reviewed and stored.


Financial and taxation records may be retained for the period required under taxation and corporate record-keeping laws.


General enquiries that do not result in a professional relationship may be deleted when no longer required, subject to any lawful reason for retention.


31. Destruction and De-identification

When personal information is no longer required and there is no legal, professional or administrative obligation to retain it,


The Whole Perspective will take reasonable steps to:

  • Securely destroy it; or
  • Permanently de-identify it.


Electronic information may remain temporarily within secure system backups until those backups are overwritten or deleted through ordinary system processes.


32. Access to Personal Information

A person may request access to personal information held about them.


Requests should be made to Dr Matea Doroc using the contact details in this Privacy Policy.


Before providing access, The Whole Perspective may require proof of identity or authority.


Access may be provided by:

  • Supplying a copy;
  • Allowing inspection;
  • Providing a summary;
  • Discussing the information during an appointment; or
  • Another reasonable method


Access may be refused or limited where permitted by law, including where access could:

  • Create a serious threat to a person’s life, health or safety;

Where access is refused, The Whole Perspective will ordinarily provide written reasons and available complaint options, unless it would be unlawful or unreasonable to do so.


33. Access Fees

There is no fee for making an access request.


Reasonable charges may apply where permitted by law for activities such as:

  • Locating and collating information;
  • Preparing copies;
  • Postage;
  • Preparing a summary;
  • Providing supervised inspection; or
  • Using equipment required to provide access.


Any proposed charge will be communicated before access is provided.


34. Correction of Information

A person may ask The Whole Perspective to correct personal information that is inaccurate, incomplete, out of date, irrelevant or misleading.


Where appropriate, The Whole Perspective will take reasonable steps to correct the information.


Clinical records will not ordinarily be altered in a way that removes or obscures the original clinical entry. Corrections may instead be made through:

  • An amended entry;
  • An explanatory note;
  • An addendum; or
  • A statement recording the person’s requested correction.


Where a correction request is refused, the person may request that a statement noting the disputed information be associated with the record, where required by law.

The Whole Perspective will aim to acknowledge and respond to a privacy complaint within 30 days.
